How is the work progressing? What is your role in this preparation? And have you already spoken with Belarusian civil society and pro-democracy activists?

As you just said, I have this opportunity to follow the democratic forces since April. So, the first thing that I did is, of course, met the Congress secretariat, that is really committed in this topic and is doing a really good job about the situation. They told me what they were doing.

My first opportunity to meet Belarusian democratic forces was in Gdańsk in June. I went to the Kościuszko Forum that was about how culture can be used to maintain the Belarusian identity. And for me, it was the best topic that I could meet, because when I was a mayor, and also before becoming mayor, and when I was a councilor in charge of culture. And what I did on that topic is to strengthen the knowledge that culture can be the best way to share emotions, to share awareness, to connect people.

So, I was really happy to participate at that experience because it gave me ideas on what to do, in addition to all the rest, to strengthen the awareness about Belarusian democratic forces in exile situation, and to let the communities and the municipalities and the local authorities be more committed in helping Belarusian democratic forces.

Then I went again here in Strasbourg for the Leaders for Change, and I had the opportunity to meet again—because I also met in Gdańsk—the members of the Coordination Council and the members of the Belarusian democratic delegation in the Congress. So, we talked about their problems, their issues, what they need, what are the problems in foreign countries. So, they were really good in telling me about the situation.

So, I met also, young guys and girls that shared their situation and their experience. And then, also now in the Congress, I met again the new delegation. We had a meeting with the Secretariat and the delegation. We had a meeting with the delegation and the president, and also a meeting with the Italian delegation.

So, these are all opportunities to dialogue with them and to listen to and know about the situation.

Also, I met in Italy Julija Juchno, president of the Talaka Association. And I met people in exile that she is hosting in the house that Association rented near Florence. I visited her headquarters, and she did a good thing, because as soon as I became a rapporteur, I checked on the internet if I could find some good book that could explain me in the best way the situation in Belarus, and I couldn’t find anything. And this is a problem, because there is nothing, nothing that I could find.

But in the headquarters next to Florence of the Talaka Association, Julija organized a small library, so I had the opportunity to buy that book. And so now this is another source of information too, because, of course, I feel really committed to this topic. I know that Belarusian people are suffering a lot. So, I want to do my best. So, also knowing the situation is necessary to act at the best.

And these are all experiences that we are collecting to do the report that is still in progress. But we are working in relation with all these people and experiences.

When the report should be published exactly?

The report will be published in March 2027, and soon the Secretariat is preparing a survey that will be proposed to all the delegations. Because, of course, another thing that we need to know is about all the best experiences, the good experiences that are organized in Europe.

Of course, I met Julija, so I know what is happening in Italy, and this could be a really good experience to share. I don’t know if there are other similar experiences in Europe. I don’t know if there is the capacity, because if I was expelled by my country and be in a foreign country, dealing with a new language, new bureaucracy, new rules, different situation, is not easy.

So, Julija did a great job, Talaka did a great job: finding an apartment, renting it, finding funds, dealing with the Italian bureaucracy—that is a really strong bureaucracy—understand what needs to be done. It’s not easy.

So, maybe there are similar experiences, and I hope so. But if not, sharing this experience could be inspiring for other countries, other associations. And if they didn’t have the opportunity to create this experience, can copy or take inspiration.

So, I think the report will be really important because I think there is really little awareness about the situation of democratic forces, Belarusian forces in exile. And there should be more commitment about the local authorities, the communities, that can do a lot, really a lot, for the bureaucracy, but also to make the Belarusians welcome in the communities and be helped to maintain and promote their identity.

As you said earlier, you found a certain source of information on what’s happened and inside of Belarus now. What do you see as the main challenges for the country’s democratic future, including the development of local self-government for now, from what you learned already?

You mean in Belarus? There is a thing that Julija told me that I remember clearly, is that when she came out from Belarus and she was in Italy, and she was understanding how politics worked, and probably she started feeling appreciation toward one political party instead of the other.

And she told me: “It was the first time that I heard different political parties, people, and I felt that I had to—not to choose—but to decide if I agreed more with one or the other. And this was the first time that this happened to me, because in Belarus there was Łukašenka, so I didn’t have the opportunity to choose among different options, because there was only one possibility.”

And this is the thing that I think is really good in the Leaders for Change experience, because democracy is not easy. Be democratic is, of course, more tiring and difficult than to be a dictator. When you are a dictator, you decide and that’s it. When you are in a democracy, you have to listen to people. You have to deal with disappointment, and you have to be prepared to react properly to disappointment, because disappointment is a way that people tell you that maybe you are not doing your—the best to go towards citizen needs.

And if you are a mayor, if you are a city councilor, you have to accept this disappointment and use this information to change your politics, going towards what the citizen needs.

This is—I don’t think that Łukašenka has this kind of problem, of this kind of way of ruling. So, as Belarusian people has never had, has never seen something different, could be not prepared when—I don’t say if, I say when—they have to run, to govern the cities or the nation in a democratic way.

So, the challenge is learning that there is another way to govern a city, to rule a city, to rule a country. And I think that Leaders for Change is a clever experience because it does this: teach or show how can democracy be translated in a way of ruling an association, a city.

So, the challenge is not to have the experience, not to be enough experienced to manage these tools.

We see that after the disintegration of the Soviet Union some countries went toward democracy, but then are restoring some dictatorships. So, this can’t happen.

Maybe my next question will be a little bit out of your mandate. But you know, I think so, that the US has already increased its engagement with the Belarusian regime. This helped secure the release of political prisoners, but, on the other hand, it led to some easing of sanctions on it. So, are you concerned that European countries might follow the same approach? What risks could close relations with the Łukašenka regime brings if human rights and democracy issues in Belarus remain unsolved?

I think that we can’t surrender. So, the international situation is really complex. I think that if only five years ago you told me that we would be in this situation, I couldn’t believe it. So, I think that Europe now is still doing a difficult but good job: taking care of political prisoners, maintaining sanctions, even if also in my country there are political troubles about this, and I’m really disappointed about this.

We know that the position of the United States is somewhat helpful, but I think the sanctions must be maintained and that we can’t go back on that.

Well, you’ve already said a little bit about this, but what exactly practical results or impact of your report are you waiting for?

I hope—and, or maybe I think—that when we discuss something in this Hemicycle, we are talking with a huge amount of communities, plenty of mayors, city councilors. Maybe not all of them will be touched, but I think that here we learn day by day what is democracy, what it means taking care about the problem of the others. You can’t be a good mayor if you don’t take care about the suffering of the people.

So, I think that plenty of that mayor and city councilor or regional councilor will think: “Oh my God, why I didn’t realize? I never realized, I never thought about what surely was happening in Belarus, because Belarus is a non-democratic country, and, of course, there must be people that run away from that.”

So, they will be aware that possibly in the region, in the municipality, there are Belarusian democrats in exile, and they will check. And we will give them suggestions about the experiences—for example, cultural activities, movies to be seen, books to be read.

And I think that in their experiences, festivals, activities that usually a municipality does, they will put something about Belarus. So, they help not only the local authorities, but also the citizens that are in our country, to understand what is happening in Belarus and, in their community, there are Belarusians.

On the other hand, they will know better about all the problems about bureaucracy. And, of course, passports and documents, jobs, are not necessarily in the hands of the local authorities. But they can do something, telling their offices, their public servants, that they must be welcoming and helpful with the Belarusian people.

If I know, as a mayor, that there are problems with the documents, I tell the people that work in the municipality: “Be careful. When a Belarusian comes here, help solve problems.”

And this could be really important. Or in finding a job: if someone needs help to find a job, the municipality usually organizes public service to help people. So, they could be aware that maybe some Belarusian doesn’t have a document, and they can find a solution to give them a job even without a document.

Or in health system.

So, these are practical but really relevant tools that local authorities can do a lot about.

So, I think that also this. And also, I mean, in Italy, Julija found an apartment. I know there is a crisis about the house, nobody finds houses. But I think that there are municipalities that could offer other two, three apartments in a whole region. So, this could be helpful, or also give some public funds to help them.

So, these are apparently small things, but if all the municipalities of the Congress could do this, it would be, I think, a great help for people.

How do you think, should the authorities of European countries deal with Belarusians like with possible future citizens of their countries?

The Belarusians that I met are people that, I suppose and I know, that in their country, in Belarus, had a good job, good position, clever people. So, I think that they contribute, they can contribute to the growth of the country they are in.

What more, as you think, the Council of Europe and Congress, as a part of it, could do to support the Belarusian democratic forces and society? Are there any initiatives, any other ideas what they can do for them?

Well, I think that we should continue the Leaders for Change, because year after year we meet more people and we involve more people in this process.

Maybe this is an opportunity that the Secretariat is already studying: to organize online meetings to continue the process. Because three days in July are intense, but we can do more, maybe online, that it’s easier during the year. We can continue with this experience.

And after the report, we can continue to monitor the situation. The report, I think, is the first pillar of an experience, and then we can continue to talk about Belarus. Because it must be clear that the report is a passage, a pillar, but it’s not the beginning, but it’s not the end.

From there, it starts a new process to monitor what the countries are doing after the resolution and the recommendation, and continue to follow this process.

Belarusian democratic forces can now take part in the work of the Congress. How would you assess the results of this work, and could their role be expanded inside the Congress?

Yes, absolutely. Because, of course, they participate to the Congress, they speak to the Congress, so people listen to what they say. But they also can participate to the monitoring of the other elections. And also, this is an opportunity that I didn’t mention before: to see how other countries manage their polling stations, their electoral system.

So, it’s another good experience they can do and share. And this—the monitoring experiences—are also another way to exchange opinions and stay together with people from other countries, exposing their situation, but also absorbing information about how the things work in other countries.

And the last thing I want to share with you is that yesterday we were also talking about what sort of exhibition we could organize.

For example, for Ukraine, there was a concert, there was exhibition of craft. And I told that, in Venice, this pavilion is really amazing, amazing. And I said: “I can’t say it’s beautiful because it talks about suffering, but there is this piece of art that gives you emotions.”

So, also exposing maybe that piece of art or other could be another way to strengthen the comprehension about the situation and strengthen the commitment of the Congress.

Pozirk sat down with Belinda Gottardi, rapporteur of the Congress of Local and Regional Authorities to talk about how local authorities can help exiled Belarusians and why it is important to learn democracy from others.
