A few days later, on December 8, the IOC announced its final decision on the matter, without mentioning Belarusian political prisoners.<\/p>\n\n\n\n<p>\u0141atu\u0161ka&#8217;s initiative was criticized not only for its ill timing. It seemed unrealistic because the IOC has turned a blind eye to the war in Ukraine with hundreds of thousands of victims. If it ignored the atrocities of Mariupol, Bucha and Irpin, it was not expected to show any support for Belarusian political prisoners.<\/p>\n\n\n\n<p>However, the opposition raised the issue of human rights in the context of sport, which opens up some opportunities.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>IOC actually fired \u0141uka\u0161enka<\/strong><\/h2>\n\n\n\n<p>\u0141uka\u0161enka had bad experience with the IOC after his crackdown on peaceful protesters in 2020.<\/p>\n\n\n\n<p>He had been president of the National Olympic Committee (NOC) of Belarus since 1997, and he did not want to leave this post. But the IOC forced him to step down in February 2021.<\/p>\n\n\n\n<p>Prominent Belarusian athletes wrote an open letter to the IOC, urging it to defend athletes from political reprisals that appeared to be in breach of the Olympic Charter.<\/p>\n\n\n\n<p>The IOC responded by banning members of the Belarusian NOC from its events and partially suspending NOC funding.<\/p>\n\n\n\n<p>As the Tokyo Olympics approached, the IOC sent a clear message to \u0141uka\u0161enka to resign or face severe sanctions.<\/p>\n\n\n\n<p>The Belarusian ruler initially tried to fight back. He called the IOC &#8220;[IOC President Thomas] Bach&#8217;s gang&#8221; and threatened to file a lawsuit with international authorities, but eventually stepped down.<\/p>\n\n\n\n<p>But he appointed another \u0141uka\u0161enka, his son Viktor, as head of the NOC. The IOC did not find it funny, protested and imposed certain restrictions on the national committee.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>\u0141uka\u0161enka can be forced to back down<\/strong><\/h2>\n\n\n\n<p>In spring 2021, Belarus was supposed to host the World Ice Hockey Championship, but it was stripped of this right under pressure from the international community and sponsors.<\/p>\n\n\n\n<p>Ren\u00e9 Fasel, the then president of the International Ice Hockey Federation (IIHF), tried to rescue Minsk until the last minute, but even his support did not help.<\/p>\n\n\n\n<p>That was a huge blow to \u0141uka\u0161enka&#8217;s ego, and it was not the last one.<\/p>\n\n\n\n<p>In September 2021, after a months-long investigation into reprisals in Belarusian hockey, the IIHF disqualified \u0141uka\u0161enka&#8217;s crony D\u017amitryj Baska\u016d, head of the Belarusian Ice Hockey Federation, for five years for his alleged involvement in the murder of opposition supporter Raman Bandarenka in 2020.<\/p>\n\n\n\n<p>Minsk reacted quite aggressively, denouncing &#8220;political pressure,&#8221; threatening to appeal to the Court of Arbitration for Sport, and claiming that Baska\u016d would stay.<\/p>\n\n\n\n<p>But Baska\u016d resigned two days later. Obviously, his decision to obey the IIHF was approved by \u0141uka\u0161enka, who accepted the defeat without complaints, but soon rewarded Baska\u016d with a parliamentary seat.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>\u0141uka\u0161enka afraid of losing face in the eyes of athletes<\/strong><\/h2>\n\n\n\n<p>The Belarusian strongman casts himself as a tough guy, immune to sanctions and defiant of ultimatums and any other pressure from the West.<\/p>\n\n\n\n<p>In a recent demonstration of intransigence, he stood by the controversial chief of the Belarusian Red Cross (BRC) as he defied the parent organization\u2019s order to step down.<\/p>\n\n\n\n<p>The International Federation of Red Cross and Red Crescent Societies suspended the BRC on December 1 after it failed to comply with its order to dismiss Secretary General D\u017amitryj \u0160a\u016dco\u016d over his alleged involvement in the transfers of Ukrainian children from Russian-occupied territories.<\/p>\n\n\n\n<p>The demand stemmed mainly from concerns about his visits to the Russian-occupied Ukrainian cities of Luhansk and Donetsk and his justification of the displacement of Ukrainian children.<\/p>\n\n\n\n<p>\u0160a\u016dco\u016d has not resigned, and there is no doubt that \u0141uka\u0161enka instructed him to stay.<\/p>\n\n\n\n<p>International pressure on Minsk sometimes works better in sports, but not so well in other spheres. This may have something to do with \u0141uka\u0161enka&#8217;s reputation.<\/p>\n\n\n\n<p>\u0141uka\u0161enka promotes himself as the guardian of sports, a big athlete and fan.<\/p>\n\n\n\n<p>When the IOC and IIHF put pressure on him after the elections, he found himself in a delicate position. On the one hand, he did not want to cave in. On the other hand, he ran a risk of severe sanctions and the disqualification of athletes and teams from international tournaments.<\/p>\n\n\n\n<p>Belarusian athletes took part in the 2020 protests. Uncertain of their loyalty, \u0141uka\u0161enka reasoned that if he dug in his heels, athletes could blame him for any new sanctions.<\/p>\n\n\n\n<p>They could argue that \u0141uka\u0161enka had held the NOC presidency for a quarter of a century and defended the toxic Baska\u016d, so why should athletes pay the price?<\/p>\n\n\n\n<p>In contrast, the BRC does not have large following. It is a small government-controlled organization, whose role is to imitate charitable activity and help the government rig elections. That is why \u0141uka\u0161enka can safely stand on principle as far as the BRC is concerned.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>&#8220;As long as there is the special operation, we are not allowed to play&#8221;<\/strong><\/h2>\n\n\n\n<p>Interestingly, the IOC and IIHF clashed with \u0141uka\u0161enka over human rights. The war in Ukraine had not yet begun, and reprisals in Belarus could be dismissed as an internal affair. But the outcry over the crackdown was so strong that the two international sports bodies decided not to bury their heads in the sand.<\/p>\n\n\n\n<p>After Russia&#8217;s invasion of Ukraine, the international sports governing bodies completely banned Russia and Belarus from competitions without any lengthy investigations.<\/p>\n\n\n\n<p>The isolation continues for almost two years. In some sports it has been relaxed, in team sports it is still almost complete, with only a handful of individual neutral athletes admitted to the Olympics.<\/p>\n\n\n\n<p>Mixed statements have been coming out of Minsk during these two years. Officials said they were not afraid of sanctions, noting that Belarusian and Russian athletes could compete with each other.<\/p>\n\n\n\n<p>Athletes said they wanted to return to world and European championships, let alone the Olympics. The IOC has softened its stance, but the IIHF stands its ground.<\/p>\n\n\n\n<p>In April, the IIHF new president, Luc Tardif, said that Russia and Belarus would be suspended as long as the war continued.<\/p>\n\n\n\n<p>In October, the head of the Russian Hockey Federation (RHF), Vladislav Tretyak, complained, &#8220;They have made it clear that as long as the special operation continues, we are not allowed to play in the World Cup or other international competitions. But we can continue to play with the Belarusians.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Democracies dominate ice hockey<\/strong><\/h2>\n\n\n\n<p>There is a big difference between the IOC and the IIHF. The IOC represents countries of the world, including countries from southern continents, which often practice &#8220;realpolitik&#8221; and may be unaware of the real horrors of the war in Ukraine. Ice hockey is predominantly a European and North American sport, which means that the IIHF&#8217;s policy is based on democratic values among other things.<\/p>\n\n\n\n<p>Before February 2022, Russia, of which Fasel was a big fan, had a big say in the IIHF. After the invasion of Ukraine, the IIHF suspended Russia&#8217;s membership. The IIHF board is made of executives from Canada, the Czech Republic, Denmark, France, Finland, Germany, Hungary, Italy, Kyrgyzstan, Latvia, Poland, Sweden and Switzerland. Russia\u2019s only member Pavel Bure cannot make a difference.<\/p>\n\n\n\n<p>Obviously, it is better to raise the issue of political prisoners with the IIHF than with the IOC.<\/p>\n\n\n\n<p>IIHF executives are more familiar with Belarus than IOC executives from African or Asian countries.<\/p>\n\n\n\n<p>Belarusian opposition, if necessary with the help of their influential partners, should raise the issue of political prisoners to arouse the IIHF&#8217;s interest and to offer it options.<\/p>\n\n\n\n<p>If the pro-democracy forces really want to play sport games, ice hockey seems much more suitable for it than the Olympic Games.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Hockey players want to return to World Cup<\/strong><\/h2>\n\n\n\n<p>The chances of successful communication with the IIHF should not be overestimated.<\/p>\n\n\n\n<p>Even though hockey players were among the victims of reprisals and some of them are still political prisoners, the IIHF may be reluctant to take up a human rights agenda. But even bringing the issue into the spotlight may make Minsk nervous.<\/p>\n\n\n\n<p>The IIHF holds world championships every year. In 2024, Belarus will miss out for the third year in a row.<\/p>\n\n\n\n<p>In isolation, the Belarusian national team mainly plays friendly matches with Russian teams, which are of little interest to fans. Hockey players dream of returning to world competitions. Making their return conditional on freedom for political prisoners could make \u0141uka\u0161enka face a difficult choice once again like he did in 2021.
