Nevertheless, the government flexes its military muscle, just in case.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>CIS mission satisfied<\/strong><\/h2>\n\n\n\n<p>The CIS observer mission is &#8220;to assist Belarus in holding free, democratic and transparent elections in accordance with the law,&#8221; said its head Leonid Anfimov before meeting Deputy Prosecutor General Maksim Varonin in Minsk on February 6.<\/p>\n\n\n\n<p>Varonin, for his turn, promised to &#8220;localize any hotbeds of instability.&#8221;<\/p>\n\n\n\n<p>A few days earlier, Leanid Davidovi\u010d, deputy Air\/Air Defense commander, said his troops would shoot down civil aircraft, if need be, to protect the elections. Even during the 2020 turmoil, with hundreds of thousands of people out in the street protesting fraud, the mission had &#8220;not found any facts that could cast doubt on the legitimacy of the presidential election in Belarus.&#8221;<\/p>\n\n\n\n<p>The parallel count and analysis by Holas, an opposition initiative, concluded that \u015aviat\u0142ana Cichano\u016dskaja might have trounced the incumbent.<\/p>\n\n\n\n<p>The CIS observers, listing the advantages of the campaign, did not forget to mention, for example, that proper &#8220;conditions for voting were created for citizens with disabilities.&#8221;<\/p>\n\n\n\n<p>What they failed to mention is that \u0141uka\u0161enka put two of his chief rivals, Siarhiej Cichano\u016dski and Viktar Babaryka, in prison and forced another, Valer Capka\u0142a, to flee the country to narrowly escape arrest.<\/p>\n\n\n\n<p>Police attempted to prevent Cichano\u016dskaja from holding campaign events and eventually banned her final rally scheduled for August 6 in Minsk.<\/p>\n\n\n\n<p>The security forces launched a crackdown long before the main voting day. The general served as director of the Russian Foreign Intelligence Service.<\/p>\n\n\n\n<p>After his January 22 meeting with Ihar Karpienka, Belarus\u2019 top election official, Lebedev lashed out at Western observers, claiming that they were demanding compliance with standards that &#8220;do not exist on paper.&#8221;<\/p>\n\n\n\n<p>&#8220;The observation by the OSCE, ODIHR and some other Western bodies was only a pretext to interfere in the internal affairs of Belarus,&#8221; and so it was absolutely appropriate for Minsk to stop inviting these adversaries, he said.<\/p>\n\n\n\n<p>The Organization for Security and Cooperation in Europe is not a \u201cWestern body\u201d; it also represents post-Soviet countries, including Belarus.<\/p>\n\n\n\n<p>As for standards, it is clearly inappropriate to imprison political opponents and rivals, which happened time and again during Belarusian elections under \u0141uka\u0161enka; and it is appropriate to show observers every ballot while counting, which has never occurred in Belarus.<\/p>\n\n\n\n<p>For the upcoming local and parliamentary elections, Minsk has invited observers only from those international organizations that never criticize \u0141uka\u0161enka. Apart from the CIS, these are the Shanghai Cooperation Organization, the Parliamentary Assembly of the Collective Security Treaty Organization and the Union State of Belarus and Russia.<\/p>\n\n\n\n<p>In addition, Karpienka promised &#8220;individual experts, including some from the European Union.\u201d Even in the EU, there are a couple of politicians who claim that dictatorship is in the West, while Belarus is a blossoming democracy.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>All in one boat<\/strong><\/h2>\n\n\n\n<p>Lebedev is in Baku observing the early presidential election in Azerbaijan.<\/p>\n\n\n\n<p>Guess who always wins in this authoritarian country, and what General Lebedev will make of the vote.<\/p>\n\n\n\n<p>According to the local opposition, there are more than two hundred political prisoners in Azerbaijan (Minsk has surpassed Baku in this respect), and the two major opposition parties refused to participate in what they called an unfair race.<\/p>\n\n\n\n<p>For \u0141uka\u0161enka, the Azerbaijan-style transfer of power by hereditary succession, is an attractive option. If it comes to such a scenario, the CIS mission will certainly have no problem with declaring it a democratic election.<\/p>\n\n\n\n<p>Meanwhile, Anfimov, a friend of both Lebedev and \u0141uka\u0161enka, is doing his job in Minsk.
