Higher-than-expected revenue was reported from VAT (5.8 percent higher), excise taxes (86.8 percent), customs duties (258.1 percent), other duties (235.4 percent) and the use of state property (35.1 percent). Revenue from activities that generate income for the state decreased by 3.1 percent.<\/p>\n\n\n\n<p>The government exceeded its target for fines by 13.2 percent, collecting 216.9 million rubels instead of 191.7 million.<\/p>\n\n\n\n<p>With higher revenue, the government could afford to cut foreign subsidies by 0.9 billion rubels (17.4 percent).<\/p>\n\n\n\n<p>Nevertheless, direct foreign assistance &#8211; actually aid from Russia &#8211;&nbsp; amounted to 4.5 billion rubels or 11 percent of budget revenue.<\/p>\n\n\n\n<p>Every tenth rubel comes from Russia.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Healthcare, education, culture receive less<\/strong><\/h2>\n\n\n\n<p>Last year&#8217;s budget expenditure was initially expected at 36.5 billion rubels but amounted to 38 billion rubels.<\/p>\n\n\n\n<p><strong>Budget 2023, billion rubles<\/strong><\/p>\n\n\n\n<p>Initial, Revised, Actual<\/p>\n\n\n\n<p>General government activities<br>National defense<br>Courts and security<br>National Economy<br>Environmental protection<br>Housing, utility services and housing construction<br>Health care<br>Physical education, sports, culture and mass media<br>Education<br>Social programs<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-flourish wp-block-embed-flourish\"><div class=\"wp-block-embed__wrapper\">\n<iframe class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" title=\"Interactive or visual content\" src=\"https:\/\/flo.uri.sh\/visualisation\/18690068\/embed#?secret=OV5VRuHVqA\" data-secret=\"OV5VRuHVqA\" frameborder=\"0\" scrolling=\"no\" height=\"575\" width=\"500\"><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>The government spent 17.1 billion rubels to finance general government activities.<\/p>\n\n\n\n<p>Of this amount, 9.8 billion rubels was directed to regional budgets and 3.3 billion rubels was spent on servicing the national debt.<\/p>\n\n\n\n<p>Notably, the government spent 0.7-billion rubels less than projected servicing its debt.<\/p>\n\n\n\n<p>Spending to prop up the national economy was higher than projected. An additional 2.4 billion rubels was spent on agriculture and road construction.<\/p>\n\n\n\n<p>In addition, extra funds went to the army (+3%) and law enforcement agencies (+0.8%).<\/p>\n\n\n\n<p>However, not everyone was lucky. The government cut spending for prosecutors&#8217; offices, the emergency management ministry, prisons, courts and customs. The interior ministry and the Committee for State Security (KGB) benefited from budget increases of 3.7 percent and 15.2 percent, respectively.<\/p>\n\n\n\n<p>Despite the higher-than-expected revenue, the government cut spending by 5.9 percent for health care, 4.7 percent for education and 4.6 percent for social programs.<\/p>\n\n\n\n<p>Most social programs are financed from local budgets. Anyway, the decline in funding from the national budget shows a worrying trend.<\/p>\n\n\n\n<p>In education, budgets were cut at all levels, from kindergartens to universities.
