Ukraine blacklists Belarusian company allegedly helping Russia build satellite system

October 30, Pozirk. Ukrainian President Volodymyr Zelensky has, by his presidential edict, imposed sanctions on a Belarusian company allegedly involved in the development of components for Russia’s Rassvet, a satellite communications system often described as an alternative to Elon Musk’s Starlink.

In particular, according to Zelensky’s press office, the edict targets Minsk based AeraKaśmičnyja Prybory (AeroKosmicheskiye Pribory), along with nine other companies and 19 individuals.

The edict identifies Russia’s Buro 1440 as the project’s “main developer, coordinator and system integrator.”

Russia is reportedly seeking to build its own low orbit satellite network similar to Starlink, which could be used for guiding drone and missile strikes.

Registered on December 23, 2022, AeraKaśmičnyja Prybory is a resident of the Minsk City Technopark. The company describes itself as a developer and manufacturer of components for aerospace systems and a designer of prototype components and onboard devices.

Ukraine has imposed numerous rounds of sanctions on Belarus, focusing on its defense industry. In February 2026, Kyiv announced the toughening of its policy toward Belarus as it blacklisted Alaksandar Łukašenka and threatened retaliation for continuing support of Russia.

In February 2022, Russia started a full-scale war against Ukraine in which the Belarusian authorities sided with the Kremlin, allowing Russian troops to attack Ukraine from Belarus on multiple occasions, supplying weapons to Moscow and providing other kinds of assistance. Hundreds of Belarusian industrial companies are reportedly manufacturing and supplying goods for Russia’s war effort.
